Dear Mr. President:
Our organization views with great concern the recent
passage by Congress of the immigration measure advanced by
Senator McCarran and Representative Walter. While we
recognize the urgent need for stren gthening and codifying
the immigration laws now on the Federal statute books, we
earnestly feel that the recently enacted legislation
perpetuates the weaknesses of our immigration policy by
underlining some of the discriminatory features that have
provided our Communist enemies with prime propaganda
arguments in the past.
At a time when our country is engaged in a mortal
struggle on military and idealogical fronts against the
aggressive encroachments of Soviet totalitarianism, our
organization had hoped that the Congress would lend its
support to legislation such as that proposed by Senators
Lehman and Humphrey, whose viewpoint on immigration
represents an opportunity for our country to extend a
genuine hand of friendship to thousands of persons who are
potentially valuable allies in the efforts of the free
world to resist Communist aggrandizement.

We hope most earnestly, Mr. President, that you will
see fit to veto the immigration legislation now before
you and to 1end your support to the adoption of the fine
al ternative legislation proposed by Senators Lehman and
Humphrey, who, in our judgment have demonstrated a genuine
awareness of the need for adopting a humane immigration law
that is consonant with the best American traditions.
