20-W JAN 16 1953 Dear Mr. Andrews: I cannot leave the office of the Presidency without expressing to you my appreciation of the wise and vigorous leadership you have given and are giving to the Point IV Program. You took on this assignment, at my request, at a most difficult and tragic time. Point IV is primarily a program of people work- ing together to enhance human well-being and dignity. Success in this cooperative enterprise depends upon the quality of its leadership as well as on a deeply-rooted understanding of the needs and capacities of simple people. We cannot expect others to respect us unless we honestly and deeply respect them. We cannot expect others to have confidence in us, unless we feel and show confidence in them. These qualities of character you have brought to the leadership of the Point IV Program.
