for MARSHALL, Hon. George C, Secretary of State 950-B July 2, 1947 Sent a memorandum to the President re "Appointment of Edward C. Acheson, of Virginia as your Special Representative, with the rank of Minister, to Negotiate Agreements with European Countries and Iceland on Surplus Food."-says in furtharance of the recomend- ations made by Mr. Herbert Hoover, following his survey of economic conditions in Germany, Netherlands, and Icaland, be made available to the United States and British Zones of the exportable surplus of fish now available in Norway, Sweden, Denmark, Belgium, the Cermany, Secretary Patterson proposed, and (see. Marshall concurs) that a United States Representative with a special qualifications be appointed to carry out this program.- Orig. sent to State 7/2/47 Incloses a brief biographical on like Acheson.
