Dear Phil:
I read your letter of April fourteenth with a
great deal of interest and, I think, you are
unduly alarmed about the Order.
The Order was most carefully drawn with the
idea in view that the Civil Rights of no one

will be carried out in that spirit. Of course,
I am glad to have your views on it.
