DEPARTMENT OF STATE WASHINGTON April 29, 1946 MEMORANDUM FOR THE PRESIDENT Subject: Obligations of the United States Under Article 73(e) of the Charter. # Under Chapter XI of the Charter of the United Nations, the Members of the United Nations, including the United States, have accepted certain obligations with regard to territories "whose peoples have not yet attained a full measure of self-government". One of these obligations, stated in Article 73(e), is: "to transmit regularly to the Secretary-General for information purposes, subject to such limi- tation as security and constitutional considera- tions may require, statistical and other infor- mation of a technical nature relating to economic, social, and educational conditions in the terri- tories for which they are respectively responsi- ble' The Resolution on Non-Self-Governing Peoples adopted by the General Assembly of the United Nations at its session in London emphasizes that the provisions of Chapter XI of the Charter are already in force. Under this resolution the General Assembly also requests the Secretary-General of the United Nations to include in x85-A his annual report on the work of the Organization, as provided for in Article 98 of the Charter, a statement summarizing information transmitted to him by Members of the United Nations under Article 73(e).
