MEMORANDUM FOR THE PRESIDENT
Subject: Appointments of Ernest A. Gross
and Jack K. McFall.

There are transmitted herewith for your signature,
in accordance with your oral approval, the nominations
of the following-named persons:
Ernest A. Gross - to be the Deputy
Representative of the United States of America
to the United Nations with the rank and status
of Ambassador Extraordinary and Plenipotentiary,
and Deputy Representative of the United States
of America to the Security Council of the United
Nations.
Jack K. McFall - to be an
Secretary of State.

In as much as a specific salary for the Deputy Representa-
tive to the United Nations is not stipulated in the Act of 1949
amending the Participation Act of 1945, but rather that the
salary be determined by the President, I recommend that Mr. Gross
receive compensation at the rate of $20,000 per annum.
Letters to the Chairman of the Committee on Foreign Relations
of the Senate and to the appropriate Senators have been prepared
and will be forwarded upon submission of the nominations to the
Senate.
