Dear Mr. Brown:
I have your letter of April 11th,
addressed to the President.
No doubt you know that the Winstead
Amendment was defeated on the floor of the
House last week.
The President's views on discrimination
have not changed and will not change, since they
flow from the duties placed upon him by the
Constitution, as well as from his personal sense
of justice and fair play.
