Dear Mr. Randolph:
I have your note of December 28th,
addressed to the President.
While I appreciate your desire to talk
over this matter with the President in person, it

is not going to be possible to arrange an interview
in the near future.
Mr. Niles is available at any time that
is mutually convenient, but you may wish to take
up the matter of Negroes in the Armed Forces with
the Secretary of Defense.
