MEMORANDUM FOR HONORABLE MATTHEW J. CONNELLY
#
With reference to the Discrimination Committee for the
Armed Services, I have talked with Charles Edward Wilson, Presi
dent, General Electric, telling him that the President desires
him as Chairman of the Committee. He promised to call me back
this morning to give his decision.
I think Wilson will accept, but in the event he does
not, I would suggest that you get in touch with Marx Leva in
Forrestal's office or Howard McGrath to determine who should

be offered the chairmanship.
I have not contacted the other parties cleared by the
President, preferring to wait until we could advise as to the
Chairman. We have committed ourselves on Sengestacke.
The President stated his preference for Julius Ochs
Adler in place of Galloway Calhoun. Such being the case Jacob
Billikopf could be dropped if necessary to work out another
shift.
Since Francis P. Matthews was on the Civil Rights
Committee, Senator McGrath has suggested Thomas Dodd of
Connecticut to take his place. Dodd was a candidate for
Governor, but withdrew in favor of Bowles. He lives at
Norwich, Connecticut, was born in 1907, was graduated from
out
Providence College and Yale. He was with the FBI, 1933-1934;
Head, NYA in Connecticut; Special Assistant to the Attorney
General, 1938-1947; and was Assistant to Jackson in the
Nuenberg trials. McGrath is to give the green light before
going ahead on him. He has not been cleared with Forrestal.
