The President,
The White House.
My dear Mr. President:
I have t he honor to transmit herewith for your consideration
a proposed Executive order entitled "Establishing the President's
Committee on Civil Rights."

The proposed order was prepared in this Department, and I
recommend its promulgation. The work of the proposed Committee
would, in my opinion, be of the utmost value in the task of pre-
serving and implementing our civil rights. I may add, also, that
the order has my approval as to form and legality.
The proposed order has been discussed informally with the
Director of the Bureau of the Budget, and I understand that he
has no objection to its issuance.
