THE WHITE HOUSE WASHINGTON August 16, 1946 MEMORANDUM FOR MR. CLIFFORD: I see no objection to the appointment of a departmental commission to make a study of legislation and procedures necessary to protect the Federal Govern- ment from disloyal employees. I question, however, the need for an Executive Order as proposed by the Civil Service Commission in the attached correspondence. Certainly the draft order attached here is too loosely drawn to be used. It is much broader in scope than is desirable and would give the departmental commission authority to study questions which have little or nothing to do with the problem of disloyalty among government employees.
