We have had several telegrams lately (see attached)
from companies and unions complaining that the other
party is violating the status quo arrangement though
their case is before the Board.
The disputes, as in Columbia Steel, generally involve
one company out of a whole industry and are the result
of a grievance problem. Technically speaking, the
Board should refuse to hear that part of the case until
the parties resume the status quo. This would put the
WSB in the middle of grievance disputes and would
require the WSB to make comprehensive field investi-
gations to determine the facts. The Board therefore
is not touching these "disputes within the dispute,"
except to write the parties a vague admonition to
settle their quarrel promptly and amicably.
I see no need for any reply by us to telegrams pointing
to such violations of the status quo.
