Subject: The Steel Wage Price Dispute
The ticker indicates that Chairman Spence of the House
Banking and Currency Committee saw the President today and that he
told the President that the Committee had not scheduled hearings yet

since it felt they could not reasonably consider the extension of the
Act until they saw how the steel wage dispute would be resolved.

I understand that Mr. Putnam saw the President in the past
few days. I wonder if he talked to the President on the industry
earnings standard and if the President made any commitment one way or
another on this matter.
The message on the Defense Production Act is scheduled to
go up Monday. I have argued with Murphy and his associates that the
industry earnings standard should be dealt with in the message. I
think this statement by Spence underlies the importance of stating
clearly what the procedures are for handling wage cases and price
petitions.
