Wrote to the President transmitting a proposed Executive order entitled "Creat-
ing an Emergency Board to Investigate Disputes between the Grand Trunk Western Railroad
Company, Pere Marquette Railway Company, Wabash Railroad Company, Ann Arbor Railroad Com-
pany, and Certain of Their Employees." The proposed order, presented by the Chairman of
the National Mediation Board by letter of March 26, 1947, and forwarded for his considera-
tion by the Director of the Bureau of the Budget by letter of March 26, 1947, has been
slightly revised in this Department with respect to form and language, but no change has
been made in substance On March 28, 1947 Mr. Latta wrote to Frank P. Douglass, Chairman,
National Mediation Board, advising the President signed the above mentioned Executive order
on March 28th Attached is copy of press release, March 28, 1947, re above. *Employees -
represented by the National Maritime Union, C.I.O.
