strike breakers on West Coast. Urges Pres. to instruct Sec. Royall that contract
relationship has been established between ILWU and Griffith and Sprague Stevedoring
Co. in Seattle and their Co. prepared to meet all Army requirements in facilities and
equipment in San Francisco and Peattle.
