My dear Bill:
This will acknowledge the receipt of
your letter of December fifth. In response to
your request, I am enclosing a copy of the
President's Message to the Congress on May 21,
1948 and a copy of a letter the President
addressed to Vice President Barkley on November
27, 1950 with the thought that they may be of
some help to you.
