My dear Mr. Zimmerer:
This will acknowledge the receipt
of your letter of December thirtieth to the
President. Permit me to thank you, in his
behalf, for your kind word of commendation.
In compliance with your request,
I am enclosing two copies of the proclama-
tion issued by the President on December
twenty-third, as well as copies of the
Report of the President's Amnesty Board.
