My dear Mr. Curtis:
The President has received your letter
and appreciates your interest in letting him have
this expression of your views. He asks me to ad-
vise you that on October seventeenth he returned
S. 1407 to the Senate without his approval.
I am sending you the enclosed copy of
the President's veto message for your ready ref-
erence.
