My dear Mr. Franke:
It is with regret that I must return
to you, unsigned, the card which you enclosed
with your recent letter. Because so many
urgent matters are requiring the President's
attention we find it necessary to ask that
he be excused from complying with requests
for his signature. I feel sure that you will
