October 29, 1947 82-7 My dear Mr. Foster: I am indeed sorry that I cannot send you a more favorable reply in regard to your desire for 8. personal letter from the President. To be quite frank, he simply does not have the time to comply with requests of this nature. The pressure of business is unusually heavy and, in order to devote all his time to the many vital and urgent matters which confront him, the Presi- dent has asked to be excused from all duties that are not strictly official.
