Dear Martin:
The enclosed letter from the Assistant
Secretary, General Staff is self-explanatory.
I'm sorry not to be more helpful in this

instance but the Assistant Secretary of Har whom
I talked to after I received this communication
from the Assistant Secretary, General Staff ad-
vised me that it could very easily get them into
considerable difficulties if they made an exception
in this case because there are one hundred others
waiting for an excuse to be reopened.
