My dear Mrs. Kirk:
This is to acknowledge the receipt of
your telegram of October eleventh. While your
interest in wiring is appreciated, the President
after most careful consideration felt constrained
to withhold his approval of S. 1407.
I am enclosing, for your information,
a copy of the President's veto message to the
Senate.
