Dear Mr. President: x 197 mise The Pacific Southwest District Council comprising seventeen chapters of the Japanese American Citizens League located in Arizona and Southern California urge your enactment into law of the Walter-McCarran Omnibus Bill on immigration and naturalization. # The Walter-McCarran Omnibus Bill includes provisions for the elimination of racial restrictions in our immigration and naturalization laws, re- strictions that have branded and stigmatized persons of Japanese ancestry as both undesirable and "not good enough" for American citizenship. Enactment of this legislation will end decades of inequitable discrimi- nation suffered by loyal Americans of Japanese ancestry and will prove an invaluable factor in enhancing relations between the United States and Japan as well as other countries of the Orient. By unanimous resolution, the chapters of the JACL Pacific Southwest District Council, of which I serve as chairman, urge that the Walter- McCarran Omnibus Bill be given your signature without further delaying justice long overdue.
