Dear Selig:
I have been back from Europe for almost two weeks now but as yet
I haven't quite got my head above water.
It was a very worthwhile trip. I saw a large number - probably
too many - of government officials, trade union leaders and Labor and
Socialist Party functionaries and attended several conferences including
one in Luxembourg that the ITF held on the Marshall Plan. In addition,
as a member of the Board of the Foreign Service, I looked into the Embassies
at three of the other cities that I visited - Paris, London and Brussels -
paying particular attention to our labor attache program.
Needless to say, the thing that struck me most was the fact that
if American foreign policy is to have a chance to succeed we must got the
support of the Socialist and trade union groups in Western Europe. I think
it is fair to state that most of our top-level officials here and abroad
seem to understand that fact, but, as I wrote Mark this afternoon, they
still don't seem to realize what it means in terms of actual action. (I
couldn't have handed put a better line myself than the one Caffrey, the
Ambassador in Paris, gave me when I saw him there. Unfortunately, many
of these same officials do not really appreciate what it is in our way of
life which can provide the bridge between us and these groups. On the
other hand, one must also report that there is an amazing amount of ignorance
about the United States among our friends and potential friends in Western
Europe.
At long, long last, I am able to report that I have made definite
arrangements to visit Madison early in June. I leave Washington the evening
of June 8 to attend part of the ILO conference in San Francisco. I plan
to spend the afternoon of the 9th and the morning of the 10th in Madison,
and I need hardly tell you that I am looking forward tromendously to
seeing you.
The Palestine situation rushes to its climax with the British
apparently still determined to frustrate, humiliate and, if possible,
destroy the Zionists. Events of the last two or three weeks indicate,
however, that in spite of the British determination, they are doomed to fail.
Hannah joins me in sending much love to all the Perlmans. See you soon.
