ARCHIVES SERVICE RECORDS AN Dear Mr. Burr: GOVERWAY Your letter of November 14th, addressed to the Government Printing Office, in connection with the report of the President's Committee on Civil Rights, has been referred to this office. The President's Committee on Civil Rights was created by Executive Order, dated December 5, 1946. I am attaching a copy of the Order for your information and interest. As you will note, Paragraph 5 of this Executive Order calls for the preparation of a ritten report with recommendations for the protection of civil rights. The report was printed and distributed under the authority of the Joint Committee on Printing (40 Stat. 1270), and in accordance with the rules and regulations of that Committee. The distribution plan was submitted to and approved by the Publications Clearance Unit of the Bureau of the Budget. Under this plan, the Committee sought to bring its report to the attention of members of Congress, the Judiciary, Government agencies, state legislaters, municipal officials and others who would be primarily interested in the Committee's recommendations. The full committee joined in all recommendations, including that with respect to Federal grants-in-aid for education. No dissent was prepared, other than the discussion you have already noted in the report. Cordially, DAVID K.
