nbd LANDON, Hon. Alf M., Topeka, Kansas. 5502 P.P.F. February 2, 1949 Letter to President regarding national defense, and oil situation. Encloses newspaper clipping. Is not in favor of getting our oil stock pile low to insure American oil industry of high prices and earnings. On 2/7/49 President ack. thanking for ltr. -Note attached "Mr. President. Should I give this letter to anyone or file? RAC", and penned note "To John Steelman." On 2/14/49 G. Griffith Johnson sent inter-office memorandum to Dr. SEE: 56 Steelman, giving brief review of the situation regarding petroleum imports discussed in Governor Landon's letter of Feb. 2. -Attached is summary of Gov. Landon's letter and Mr. Johnson's memorandum by Miss Belcher, in Dr. Steelman's office. Miss Belcher sent summary to Mr. Stowe on 2/21/49. -Miss Belcher sent another note on 2/23/49 to Mr. Stowe advising hat the Independent Petro- leum Assoc. of America has filed with Tariff Commission for hearing as to whether imports of crude petroleum and petroleum products are of such quantity as to cause or threaten injury to domestic producers. 5/24/49 Mr. Friedman, Act. Dir., Oil and Gas Division, U.S. Dept. of Interior sent menorandum to Miss Belcher saying he has reviewed draft reply to Gov. Landon's letter. Thinks the staff memorandum is excellent piece of work, but feels proposed letter for President's signature may be interpreted to nean that Executive Branch had not had matter under consideration before Gov. Landon's letter of Feb. 7. Encloses copies of several letters written by the Secretary on this matter during past several months. Attached is memorm dum of 6 3/49 from Miss Belcher for Dr. Steelman's files, listing various drafts of proposed further reply to Governor's letter and telling which office prepared them. Says Dr. Steelman discussed matter with President on May 31 and it was agreed no further reply would be sent. (acs)
