Said President Roosevelt was intensely interested in this development\nfrom the time of his Governorship in New York to his last days in the Presidency\nSaid\nthere is a lively desire on the part of many Semators to introduce legislation for the\napproval\nof\nthis\nproject\nas\na\npart\nof\nour\npostwar\nreemployment\nand\ntrade\nexpansion\nprogram.\nStated that Governor Dewey of New York is supporting the project and it is recommended,\ntherefore, that assurances be go (iven \"Gov o Dewey personally, to be followed by an exchange of\nletters\nor a memorandum of derstanding that the President will carry out the late\nPresident Roosevelt's program of state administration of this project after the Canadian-\nAmerican Agreement is approved by Congress, Col. George R. Goethals, Director of Civil\nWorks, War Depar timent, sent memo to Judge Samuel I. Ros enman, Special Counsel to the\nPresident',\n8/17/45, attaching draft \"of proposed letter from the President to the Governor\nLid\nof New York.\nAt tached also is copy of S. 1385, a Bill to provide for the improvement of\nthe Great Lakes-Saint Lawrence Basin in the interest of national defense, and for other\npurposes. -- N. R. DANIELIAN, Consultant, Dept of Commerce wrote Judge Roserman, 8/17/45.\nstating that he has examined the proposed draft of a letter to Gov. Dewey concerning the\nSt. Lawrence project and finds it to be in conformity with all that he knows about the\nhistorical prededents and background of this subject. Said it als o expressed to the best\nof his knowledge the preference of the Senators who are interested in sponsoring the\nlegislation, in Congress. Basil MANLY, Chairman, Federal Power Commission, wrote Judge\nResenman, 8/17/45, approving the draft of ltr to Gov. Dewey - attached is copy of state-\nment of Gov o Dewey to the Legislators of New York, Jan. 3, 1945, re subject\nN.\nR.\nDanielian at tached note to statement, dated, 9/6/15, stating that a re-convening of the\nSenatorial\ngroup seems to e called for; however. he would like the opportunity of discuss-\ning the situation with Judge Rosenman, and Mr. Acheson before that if at all possible,\nMr. Danielian wrote Judge Rosenman, 9/20/FS, attaching the revisions to the proposed\nmessage on the St. Lawrence project. They involve an addition to the first paragraph on\npage 1, as indicated, and a slight elaboration on the transfer of power to New York State\nmentioned\non\npages 6 and 7. Said the draft of the bill in question is ready. They have\nhad the advice of the Senate Legislative Counsel on it and his suggestions have been\nincorporated, as well as the suggestions of Senators Ferguson and Vandenberg. It\nis\nhis\nopinion that this Bill will have the unanimous support of all the enators present at the\nlast meeting Said further that Mr. Miller and Mr. Acheson are in the process of\ncommunicating with Senator Barkley about this. note stating that Mr. Denielian has\nSee:\ntalked with Senators Ferguson and Aiken - both are willing to go ahead with the bill as\nagreed. Sen. Ferguson will make a statement upon the matter, stating his role in the\nnegotiations. Sen. Aiken has already made a public statement that the facts show no\nevidence of any movement to federalize the St. Lawrence project; will go through if\n16-59420-1 GPO"
