Dear Mr. President: Your message to the Congress today was quite typical of the usual pattern; namely, 1. No recommendation that the regular expenditures of the Government be reduced; 2. Fortunately a recommendation for rearmament for which we have spent many billions over the past few years and have little or nothing to show for it because of the incompetent management of your administration; 3. A complete lack of political courage in your failure to recommend that wages and prices be rolled back and put under controls.
