    "ocrText": "27 November 1951\nThe Adjutant General\nDepartment of the Army\nWashington 25, D. C.\nAttention: Department of the Army Selection Board\nGentlemen:\nI wish to recommend It. Colonel Tobias R. Philbin, 034406,\n(INF) for consideration for selection to the rank of colonel\nunder the provisions of Department of Army Circular 32, 1951.\nThis officer has served continuously in an original colonel's\nvacancy since February 1950. He has held his present rank since\n21 December 1943.\nCol. Philbin has established an outstanding record in high\nlevel interdepartmental staff work and was loaned to the Psycho-\nlogical Strategy Board at my request in July 1951 and on my per-\nsonal request assigned to the Board on 1 October of this year to\ncontinue the same type work he had been engaged in on the Joint\nChiefs of Staff level but now on the national level.\nThis officer has demonstrated outstanding skill in this field\nand it is felt that his promotion to the rank of colonel is both\nmerited and would permit fuller use of his demonstrated skills\nand judgment.\nSincerely,\nGordon Gray\nDirector\ncc: Mr. Gray\nCol.
