I had my still pictures developed by the Army in Berlin, and rushed the
movies back to the United States for finishing. I showed the stills to Secretary
Byrnes, and, even though we had all been certain that the removals were being made,
he was amazed by their extent. He showed them to Prime Minister Atlee, but he was
reluctant to show them to Molotov because he feared that the Soviet foreign minister
would go into one of his rages, and that this might jeopardize the prospects of an
acceptable agreement. However, I persuaded him to do so. Molotov's only comment
was a curt:
"We can't watch everything."
Of all of the arguments at Potsdam, however, none was more vigorously
prosecuted than the one over the Soviet demand for $20 billion as the total of
reparations -- the demand which Molotov was still making two years later. As
heretofore noted, I had tried vainly at Moscow to get Maisky to produce figures
to support this demand, and he had never done so. At Potsdam, it was the same
story. During one session, I said:
"Mr. Maisky, you have failed to date to present a single figure, either to
support your $20 billion dollar demand, or to show the total amount of reparations
to which you think the Soviet Union is entitled. So, for the sake of putting
something on the table for discussion, I am going to submit some figures showing
the losses sustained by your country. I will break them down in some detail
"
I then proceeded to present our secret figures on Soviet war losses.
Maisky's expression became one of complete astonishment. His economic adviser,
kindly, white-haired Dr. E. S. Varga, looked as though he were going to become
ill. Suddenly, Maisky arose and said nervously:
