the Americans and British were subsidizing their zones to an equal amount annually.
Thus, as Mr. Ginsburg pointed out: "If the Soviets had carried out their Potsdam
obligations, a substantial part, although not all, of the goods which they took
would either have been distributed within Germany in such manner as to reduce
essential import requirements, or would have been exported and sold abroad so that
the proceeds would have been contributed to a common pool in reduction of the
amount of the deficit. The substance of the transaction is that American and
British taxpayers have paid for a good portion of the $500,000,000 of current reparations
for Russian consumers."
Though they had received in addition, by Mr. Molotov's own statement,
$7,500,000 of goods from the western zones, on an exchange basis, even up to the
time when this was written, they had not delivered the food and raw materials which
they agreed to furnish as their part of the exchange.
In addition, the Soviets had failed to carry out their obligation to destroy
or remove direct war plants from their zone; but had, on the contrary, been
operating some of the more important of these war plants, including those making
jet propulsion and guided rocket missiles, as "Soviet state industries."
Well, certainly no one will deny that support of the Germans is costly. We
have been spending a quarter-billion dollars annually for this purpose, and the
British have been spending a similar sum in their zone. But, may I call attention
to the fact that war is a bit on the costly side, too? Our own war cost has been
officially estimated at $330 billion, that of the British at $120 billion, the
French at $192 billion, and the Germans at $272 billion. The Soviets, hardest
