23. Popular acceptance of the doctrine that the United States bears the
principal responsibility for their failures is facilitated by a latent, but
existing, anti-Americanismo This is attributable to a number of causes:
a. Resentment carried over from the days of the "big stick" when we
arranged the secession of Panama from Colombia, obliged Mexico to cede half
her national territory to US, and carried out military occupation of several
other American states for the principal purpose of collecting debts (e.go
efforts to outlaw the collection of foreign debts under the Drago doctrine;
obligatory contractual renunciation by foreigners of the right to protection
by their governments under the Calvo clause; and restrictions and prohibitions
on foreigners affecting residence, exchange remittances, practice of professions,
ownership of land and participation in certain industries).
b. Antagonisms based upon or provoked by differences of language,
law, religion (Protestant proselytizing is especially resented), and race
(United States racial discrimination is disliked in general and has made bitter
enemies where it has been encountered personally);
C. Jealousy and feelings of inferiority common to the weak and poor
with regard to the rich and powerful;
d. The paternalistic, disdainful and arrogant attitudes sometimes
assumed by our people (e.go the "banana republics" epithet, the misbehavior
of
tourists

Latin America's dollar position would deteriorate, with serious political
consequences, if there should be either a sharp decline in the level of
United States purchases of raw materials (as our stockpiles increase and
war production levels off this must be faced as a new problem) or a decline
in the prices of raw materials (there are growing signs that raw materials
prices may fall).
