Because of the existence of these factors, communism should be con- sidered not only as a separate movement but also as a force which exploits and makes articulate nationalistic aspirations and which supplies organizational and directive guidance to all anti-American elements. Although it is a minority faction throughout the area (it is currently a serious problem in Guatemala and is possibly developing as a matter of concern in Brazil and other countries), and is outlawed in several places, it possesses the same dangerous potentialities that mark its existence elsewhere. Its doctrine, which parallels nationalist doctrine in important particulars, has a particular appeal for intellectuals and workers, with the result that schools and organized labor have been penetrated. 25.
