27. These concessions by us have opened the way for the development of
a hemisphere solidarity; in the relatively short space of the two decades
that the "good neighbor" policy has been in effect, very substantial progress
has been made towards obtaining Latin American sympathy for and support of
our foreign policies.
28. While these concessions by us have diminished Latin American fear
and dislike of the United States, our adherence to the principles of the
inter-American system and of the Charter of the United Nations has also had
the effect

In the second World War we received umprecedented political and economic
cooperation by 19 of the 20 Latin American states in addition to varioua
military bases and, in the case of Brazil and Mexico, direct though limited
military assistance. In 1947 at Rio de Janeiro a treaty for the military
defense of the hemisphere (and for the prevention of aggression within the
hemisphere) was signed. In 1948 at Bogota a charter for the Organization
of American States was adopted. In 1949, 1950 and again in 1951 the inter
American system demonstrated that it could deal effectively with disputes
between American states which threatened the peace. In 1951 at Washington
the American states set in motion the machinery to work out concrete plans
for resolving certain economic problems relating to the Korean war and for
hemisphere defense; as the result of the 1951 agreement to base their
military plans on the principle of collective hemisphers defense, agreements
have been concluded with Chile, Uruguay, Peru, Ecuador, Colombia, Cuba
and Brazil (Congressional ratification by Brazil and Uruguay is being
sought and negotiations with the Dominican Republic are in progress) under
which these states agree to carry out certain specific hemisphere defense
plans that would otherwise devolve upon us. Again, we have received the
consistent support of Latin America on virtually all of the important
issues in the United Nations and in the difficult task of concluding a
peace treaty with Japan- substantial contribution to the effective
functioning of the world organization in resisting the imperialism of the
Soviet bloc.
