C. Propaganda
41. The principal objective of our information program in
the area should be to persuade Latin Americans that hemisphere
solidarity in support of our foreign policies is required by
their self-interest. The following specific recommendations are
made for improving the effectiveness in Latin America of the
present program:
a. There has been developed at home and in the area
an organization which is adept at producing an enormous quantity
of propaganda natorial and of disseminating and interpreting it.
The material which is produced relates to our "world policies",
that is to say, our attitudes and actions on issues of world-vide
interest and inportance, including those which arise in the
United Nations, in the various European organizations, in Korea
