IVA countries against communist sabotage should go forward. 44. The Department of State should continue to cooperate with the military training mission program of the Departnent of Defense not only as a means of promoting the standardization of training, arms and equipment (which should be viewed as a long= term aim) but as a means of strengthening the ties between our and their military establishments. At the same time, it is prudent to recognize that the number of United States military personnel ir the area (the aggregate of the various attachés and their staffs, the various air, ground and naval training nissions and the proposed MAG nissions) are in some countries so large as to make us vulnerable to nationalisti fears and prejudices; accordingly the Department should remind the Defense Department of the importance of keeping at a minimum, consistent with the achiovenent of important objectives, the number of mili- tary personnel in the area. 45. We should continue to seek a wider Latin Anerican milio tary participation in the Korean conflict; and, in order to facilitate this, more favorable treatment should be accorded 30/ Latin America on the problem of reinbursement 46. We 30 The principal obstacle to greater Latin American participa= tion is the knowledge, current in Latin America, that the cost of maintaining the Colombian battalion is $500,000 a month for which we expect reimbursement. If a formula better suited to the current economic realities in Latin America could be agreed upon, there would be good prospects of obtaining units from other countries and this would be of great political advantage to us in the area.
