C O P Y SUPREME COURT OF THE UNITED STATES WASHING TON 13, D. C. Chambers of JUSTICE WILLIAM O. DOUGLAS Sept. 8, 1951 Dear Mr. President - I stopped in Indonesia on my way back from the Himalayas and had a long talk with Soekarno, President of Indonesia. The people out there have a tre- mendous admiration for Merle Cochran. Soekarno spoke in glowing terms of him. Cochran gives them sympathy and understanding. That is what they need - warmth and friendship, not dollars. It was Cochran who got Soekarno to send a delegation to the Japanese Peace Conference. It was Cochran who got Soekarno to turn back the 18 Chinese diplomats with whom China was planning to swamp the country. It was Cochran who got Soekarno to open the drive on the communist guerillas. The ECA boys don't like Cochran because he is against pouring money into Indonesia. Cochran is right. Indonesia doesn't need dollars any more than I need fleas. Cochran is about to be removed. I hope you stop it, Mr. President. Cochran is doing the best American job in all of southeast Asia! As ever, BILL
