Dear Tom:
I appreciated yours of the eighteenth very much.
1 hope that in the long run the matter with re-
gard to the Federal Trade Commission cartel
report will work out all right.
The Attorney General has instructions to go to
work on the matter but there are certain things
in North Africa which are affected by this report
and which might prevent the ratification of cer-
tain agreements which have been made with the
countries of Western Europe. That is the only
reason for holding up the publication of the report.
