CONNELLY: Congresswoman Helen Douglas called to ask if you would take up with the President the report which Mr. Hoover left, along with his proposals. She states she believes Mr. Hoover is trying to make a political issue of it, and says that in his proposals he clearly states that the money which we give to the foreign countries is clearly on a loan basis, to be used and paid back according to our regulations. The Congresswoman says this is strictly against the President's policy and feels that something should be done about it before the President leaves for Mexico. She feels this is very urgent, and asks that you call her this afternoon. rlk
