Memorandum for: The Attorney General

The President
is ARCHWES RECORDA AMB
SERVIGN
I have just received a letter from Bill Kemp,
Mayor of Kansas City, in which he tells me
that he has invited you to address the National
Institute of Municipal Law Officers, which met
here last year.
Bill tells me that their meeting in Kansas City
will be held December fifth, sixth and seventh
and they are exceedingly anxious that you address
them,
Naturally I'll appreciate it as a personal favor
if you can find it possible to appear in the suburb
of my home town.
