SECRE EXECUTIVE OFFICE OF THE PRESIDENT BUREAU OF THE BUDGET WASHINGTON, D.C. 25 MAY 14 1945 ARCHIVES *MATIONAL Amp RECORDS My dear Lieutenant Rigdon: I am returning herewith Memorandum for the President dated February 26, 1945, rela- tive to changes in the shipbuilding program of the United States Maritime Commission, which was requested to be returned to Admiral Brown's office. It is my understanding that no action on the part of the Bureau of the Budget is re- quired as 30 of the 40 tankers have already been cancelled on the request of Justice Byrnes and Judge Vinson is currently discussing the need for 28 additional dry cargo ships with the Joint Military Transportation Committee.
