C.\n30 Dec 1952\nMEMORANDUM TO NAVAL AIDE TO THE PRESIDENT\nSubj: Presidentation of Awards to Major Joseph R. McCarthy, USMCR\nEncl: (1) CMC ltr DLA-298-cz to Dir, 5th Marine Corps\nReserve District of 5 Dec 1952\n1. In accordance with your verbal request, this is to clarify and supplement\nmy memorandum for the Acting Secretary of the Navy of 30 December 1952,\ncopy of which was transmitted to you with enclosures. With regard to the state-\nment ment that the Commanding Officer verified the flights and the statement\nthat the flights were further verified by the Division of Aviation, it was this\nlatter verification that resulted in the recommendation transmitted by the\nCommandat of the Marine Corps to the Secretary of the Navy in his second\nendorsement to Major McCarthy's request. In his recommendation the\nCommandant credited Major McCarthy with only those flights that the Division\nof Aviation could definitely establish. Although the Marine Corps does not have\ncomplete data on the deliberations of the Navy Department Board of Decorations\nand Medals, its ultimate recommendation to increase the number of awards\nwas doubtless based on the opinion that records of other flights contained in\nthe Strike/Flight, recommendation data sheet which accompanied Major\nMcCarthy's request warranted additional awards. With regard to the delay\nin presenting the Medals from 5 December 1952 to 29 December 1952, the\nDirector, 5th Marine Corps Reserve District was unable to contact Major\nMcCarthy until 24 December due to the latter's absence from the city and the\ndate of presentation on 29 December was in accordance with Major McCarthy's\nrequest.
