Dear Mr. McCabe: Admiral Land has sent you a copy of his cablegram of December 6, 1945, to Commissioner McMutt, setting forth ( the Maritime Commission's recommendations to us on disposal in foreign'areas, We enclose a copy of our reply to Admiral Land which is self-explanatory. We shall appreciate anything you may do to evolve a workable understanding with the Maritime Commission which will allow prompt disposals of vessels abroad. We shall issue appropriate amendments to our Revised Regulation 8 upon receipt of a joint recommendation from the State De- partment and the Maritime Commission. Sincerely yours, (Signed) W.
