Jim Webb telephoned Matt Connelly, saying that you would bring over my memo,
(which he discussed with Connelly) and Webb also suggested that the President would
protect himself at the press conference by saying domething along the following:
"In reply to the question, the President said that he and
Mr.
Hoover had only a general discussion on the work of the Reorganization Commiss -
ion, and did not discuss specific details - except that both agreed the President's
reorganization powers should be restored by the Congress."
