-1- THE ASCHIVES SERVICE* RECORDS AMD Executive Services All attempts to simplify the Executive Branch, and to improve the organization and management of its several Departments, must depend on the solution of one particular problem -- the provision of an adequate organization through which the President may discharge his responsibilities. As Chief Executive of the United States, the President must rely primarily on the heads of Departments and major agencies for the efficient conduct of the Government's business. In carrying out their responsibilities, the Cabinet officers and administrators correspond to the executive vice presidents of a business concern, each in charge of some major purpose activity. The President, however, must coordinate their work. He must deter- mine broad policies in a score of directions. And he must see that their standards of administration and organization are kept at a high level of efficiency, so that the policies determined by law may be executed in the most economical manner possible. Since it is obvinusly impossible for the President -- or the execu- tive of any large organization, public or private -- to discharge these executive responsibilities single-handed, the whole problem of improving the organization and management of the government turns on the provision of adequate executive services for the President. To strengthen the staff services of the President, to relieve the President of the need for handling problems of administrative detail, and to reduce the number of independent agencies in the Government, the Commission proposes (1) certain changes in the Executive Office of the
