Consideration of the Plans by Congress
a.
Schedule for hearings.- If possible, it would be preferable
if hearings on reorganization plans could be delayed until
after the July 4 weekend. This will give a time period
within which arrangements for witnesses and particularly
relations with the Commission on Organization people can
be clarified.
b. Order of Consideration of Plans. The President will probably
wish to mention to the Congressional leaders a preferred
order of consideration of the reorgaization plans if it
appears that they will be brought to a vote in either House
within the near future.
