- 3 - e BERVICE Plans designed to carry out Hoover Commission recommendations for E reorganizing governmental progress. The greatest degree of controversy is likely to arise from plans which either carry out or fail to carry out certain Hoover Commission recommendations on the grouping of functions within the Departments and Agencies. The major shifts would include: 1) Transportation Functions A) Moving the Coast Guard from Treasury to Commerce B) Moving the Maritime Commission in whole or in part to Commerce c) Moving certain minor functions of the ICC and CAB to Commerce D) Moving the N.A.C.A. to Commerce 2) Natural Resources Functions A) Moving the Corps of Engineers from the War Department to the Interior Department B) Moving the Bureau of Land Management from Interior to Agriculture c) Moving the construction of public buildings from General Services Administration to Interior D) Moving certain other minor resource functions to Interior E) Create the Columbia Valley Administration 3) Current #Welfare" Functions A) Create a separate United Medical Administration, including the Public Health Service and certain hospitals from the Veterans Administration, the Army, Navy, and Air Force. B) Transfer the Indian Service from the Department of the Interior to the Federal Security Agency c) Transfer the school lunch program from Agriculture to the Federal Security Agency D) Transfer certain food and drug activities from the Federal Security Agency to Agriculture 4) Lending and Finance Functions A) Move the R.F.C. into Treasury B) Move the Export-Import Bank into Treasury c) Clarify bank supervision responsibilities among the FDIC, Federal Reserve Board and Controller of the Currency D) Transfer Housing Loan programs now in Veterans Adminis- tration and R.C.C. to the Housing and Home Finance Agency.
