The major shifts would include:\n1) Transportation Functions\nA)\nMoving the Coast Guard from Treasury to Commerce\nB)\nMoving the Maritime Commission in whole or in part to\nCommerce\nc)\nMoving certain minor functions of the ICC and CAB to\nCommerce\nD) Moving the N.A.C.A. to Commerce\n2) Natural Resources Functions\nA) Moving the Corps of Engineers from the War Department\nto the Interior Department\nB)\nMoving the Bureau of Land Management from Interior to\nAgriculture\nc)\nMoving the construction of public buildings from General\nServices Administration to Interior\nD)\nMoving certain other minor resource functions to Interior\nE)\nCreate the Columbia Valley Administration\n3) Current #Welfare\" Functions\nA)\nCreate a separate United Medical Administration, including\nthe Public Health Service and certain hospitals from the\nVeterans Administration, the Army, Navy, and Air Force.\nB)\nTransfer the Indian Service from the Department of the\nInterior to the Federal Security Agency\nc)\nTransfer the school lunch program from Agriculture to the\nFederal Security Agency\nD)\nTransfer certain food and drug activities from the Federal\nSecurity Agency to Agriculture\n4) Lending and Finance Functions\nA)\nMove the R.F.C. into Treasury\nB) Move the Export-Import Bank into Treasury\nc)\nClarify bank supervision responsibilities among the FDIC,\nFederal Reserve Board and Controller of the Currency\nD)\nTransfer Housing Loan programs now in Veterans Adminis-\ntration and R.C.C. to the Housing and Home Finance Agency."
