- 2 - s PECCORDA BERVIGE* Recons truction Finance Corporation Reorganization Plan No. 24 of 1950 would transfer the Re- construction Finance Corporation and all of its affairs to the Department of Commerce. The Corporation would be administered in the Department by its board of directors and officers but they would be subject to the supervision, coordination, and policy guidance of the Secretary of Commerce. This plan is consonant with the message of the President to the Congress of Friday, May 5. National Security Resources Board Reorganization Plan No. 25 of 1950 would transfer all of the functions of the NSRB to the Chairman; would make the Board purely advisory to the Chairman, to the extent that the Chairman requests its advice; and in order to assist the Chairman in the performance of his duties would establish the office of Vice Chairman of the Board, such Vice Chairman to be appointed by the President by and with the advice of the Senate and receive annual compensation of $16,000. * * Plans Nos. 22, 23, and 25 accord with the recommen dations of the Hoover Commission. As to the RFC, the Commission was united in the belief that the Corporation should be placed under the jurisdiction of a department but divided as to the identity of the department, a majority recommending transfer to the Treasury. Plan No. 24 deviates from that majority recom- mendation. The basis for that deviation, aside from the divided vote referred to above, is found in your message of the 5th to the Congress and in the transmittal message for Plan 24.
