McArthur during the past week serve to give us a forceful and tragic reminder of the confusion thatex- ists in high places as the United States faces the most critical period in the history of the world. Secretary Matthews might be excused on the grounds that he hadn't as yet learned his way around in Washington. Not so McArthur. Surely he has been in the Army long enough to know that subordinate does not make policy statements without t h e knowledge of his commander. Imagine what "Dugout Doug" would have done to one of his underlings, had the same thing happened in Doug's imperial domain ! He should be glad that the President let him off with a light slap.
