MEMORANDUM TO THE PRESIDENT
In accordance with your request, I am attaching the Joint Chiefs of
Staff messages which you directed be declassified. These pertain to:
(a) The instructions issued by you on December 5, 1950 (Tab A),
concerning the clearing of statements on foreign or military policy, and a
follow-up message on the same subject on March 24 (Tab C). The latter
was thought necessary because after General MacArthur was asked for his
comments (Tab B) on a proposed statement by the President, he made a pub-
lic announcement of his own on the same subject without clearing such state-
ment with his government.
(b) The two messages pertaining to the arming of additional South
Koreans (Tabs D and E). These are furnished in view of General MacArthur's
reported statement to FREEDOM Magazine on this subject.
One further message pertaining to the military reasons why Chinese
Nationalist troops should not be used in Korea was not declassified since it
contains statements and views which it would be against the public interest
to publicize.
